Probably not. Even though Microsoft makes clipart and images available for use with their software, Microsoft and sometimes a third party, retain the copyright for these images.

You could see our MATC Library guide to copyright to determine if your use falls under "Fair Use" guidelines, but to be on the safe side, you could just use images that are in the public domain, which are free to use because they're not subject to copyright protection. Or you could use images from Creative Commons, where there are different licensing requirements as a condition of use, but sometimes it's as easy as just giving the creator credit.
